Heat oven to 350°F. Place cabbage in boiling salted water; parboil for 5 minutes. Allow to stand in hot water for several minutes. Drain and place in a large bowl.

In a non-stick skillet, over medium heat, fry bacon. Remove to paper towels, cool, crumble; set aside. Add shallots to bacon fat and sauté over medium heat. Add 6 tablespoons butter, melt and stir in flour until smooth. Gradually add milk, stirring constantly. Continue cooking and stirring until thickened and bubbly, adding more milk if too thick. Stir in cold pack and horseradish until smooth. Season with salt and pepper.

Pour sauce over cabbage, add half of bacon crumbles; mix well. Pour into in buttered1 1/2-quart casserole. Sprinkle with bread crumbs; dot with remaining butter and bake for 20 to 30 minutes, or until hot.
