Cook quinoa according to package directions. Meanwhile, place broccoli in saucepan and add 2 inches of water. Cover and bring to boil over high heat. Let boil 1-2 minutes more, until broccoli is crisp-tender. Drain immediately and rinse with cold water to stop cooking. Set aside.

Heat oven to 400°F. To make cheese sauce, melt butter in medium saucepan over medium heat. Whisk in flour, shallots, garlic powder, dry mustard and cayenne. Continue whisking mixture until light golden, about 1-2 minutes. Slowly whisk in milk. Allow sauce to simmer, stirring frequently, until mixture bubbles and thickens, about 5 minutes. Remove from heat. Whisk in cheddar until melted and smooth. Season with salt and pepper to taste. In large bowl, combine cooked quinoa, broccoli florets, chicken and cheese sauce. Fold together gently until evenly combined.

Transfer mixture to lightly buttered casserole dish. Bake until top is lightly browned, about 20-25 minutes. Serve warm.
