Heat oven to 425°F. Line two baking sheets with parchment paper, set aside.

In small bowl, whisk together flour, cayenne pepper and black pepper, set aside. Place milk, salt and butter in a medium saucepan and bring to rapid boil over high heat. Add the flour mixture all at once, quickly turn the heat down to medium, and beat with a wooden spoon to combine. Cook another minute or two until a thin film has formed on the bottom of the pan. The dough will be less moist and smooth. Transfer dough to bowl of stand mixer fitted with the paddle attachment and let it cool for 1 minute. One by one, add eggs, beating each into dough until completely combined before adding next. Add cheese and beat just to combine. Drop tablespoons of dough onto prepared baking sheets, spacing at least 2 inches apart. Put baking sheets in oven, and immediately turn temperature down to 375°F. Bake 12 minutes and then rotate pans to make sure they bake evenly. Bake for another 10-15 minutes until puffed and golden. Serve warm.

To make in advance: Portion dough as directed and freeze until solid. Transfer to an airtight container and store in freezer for up to 1 month. Bake directly from the freezer; you'll need to add a couple of minutes to baking time.
