Combine chili powder, cumin and salt. Flatten chicken to 1/4-inch thickness. Season chicken with chili powder mixture. Combine the salsa, mustard and garlic in a small bowl. Saute chicken in oil in a large nonstick skillet over medium heat until browned on both sides, about 5 minutes. Stir salsa mixture into skillet. Cook and stir sauce, while basting chicken, until a thermometer reads 165°F for chicken. Reduce heat to low. Sprinkle chicken with monterey jack and cilantro. Cover and cook until cheese is melted.
