For sauce:

In medium saucepan, melt butter over low heat; add flour and stir with wooden spoon or whisk until flour is cooked off, about 2 minutes. Slowly pour hot milk into butter–flour mixture; whisking constantly. Cook until sauce has thickened. Remove from heat and add cheeses, nutmeg, salt and pepper. Stir until smooth.


For sandwich:

Heat oven to 400°F. Lightly brush 1 side of toasted bread with mustard. Top with half the shredded cheese; layer red peppers over; followed by remaining cheese. Place remaining slice bread over. Place sandwich in oven-safe pan and spread some béchamel sauce over sandwich top, reserving remaining béchamel for additional sandwiches. Bake 3 minutes; then broil on high until sandwich is browned and bubbly.
