Heat oven to 400°F. Line baking sheet(s) with parchment paper.

In medium saucepan, combine water, milk, butter, salt, pepper and nutmeg. Bring to boil. Add flour all at once; stir for about 30 seconds until ball forms.

Transfer dough to electric mixer bowl. Add eggs one at a time, mixing on medium speed until well incorporated. Add shredded cheese and mix thoroughly. Transfer dough to piping bag with round tip**.

Pipe heaping tablespoon-size rounds on parchment paper. Bake 15-20 minutes, or until puffed, deep golden brown and dry inside.

**Or, simply drop heaping tablespoons full of dough onto baking sheet.
