Place potatoes in large saucepan. Cover with tap water by 2 inches. Cover and bring to a boil over high heat. Reduce heat and simmer uncovered until potatoes are tender when pierced with a sharp knife, 12-14 minutes. Drain in colander and rinse with cold water to stop the cooking.

Combine mayonnaise, crème fraiche, vinegar, salt and pepper in large bowl. Mix well. Add the still warm potatoes and shallots and mix well. Cover and refrigerate at least 2 hours before serving.

Just before serving, stir in cheese, chives and tarragon. Gently stir in bacon.
