Heat oven to 400°F.

Cook macaroni according to package directions until al dente; drain. Meanwhile, whisk the milk, cornstarch, salt, paprika, cumin, chili pepper and pepper in a bowl until combined; set aside.

Fry bacon in a Dutch oven until crisp. Remove bacon with a slotted spoon to a paper towel, reserving the drippings. Cook and stir onion in drippings over medium-low heat until tender. Add garlic; cook and stir 1 minute. Gradually whisk in reserved milk mixture. Bring to boil; cook and whisk for 2 minutes or until thickened. Reduce heat to low; gradually stir in 1 cup cheddar and colby jack until melted. Stir in macaroni and green chilies; heat through, stirring constantly.

Transfer to a greased 2-quart baking dish. Sprinkle with remaining cheddar. Bake for 10-15 minutes or until cheese melted. Let stand 10 minutes before serving.
