Melt 4 tablespoons cold butter in Dutch oven over medium-low heat. Whisk in 1/4 cup flour until smooth. Gradually whisk in milk, salt and pepper. Bring to a boil; cook and whisk for 2 minutes or until thickened. Reduce heat to low; gradually stir in 3 cups cheddar until melted. Stir in macaroni, chicken and peas and carrots. Remove from the heat.

Transfer to greased 11 x7-inch baking dish. Combine the remaining flour and cheese in medium bowl. Cut in remaining cold butter until crumbly; sprinkle over macaroni mixture.

Bake for 25-30 minutes or until topping is light brown and pasta mixture is heated through.
