Remove tough outer layer of fennel. Halve bulbs lengthwise and cut into 1/2-inch wedges.

Slice prosciutto in fennel-sized pieces. Combine prosciutto, fennel, milk, 4 tablespoons butter, fennel seeds, salt and pepper in wide-bottom pan over medium-high heat. Braise/simmer, turning as necessary, until fennel is just tender, about 30-45 minutes.

Butter twelve 6-7-inch broiler-proof ramekins or large pan with remaining butter. With slotted spoon, transfer fennel to ramekins or pan; distribute cooking milk over top. Sprinkle cheese evenly over each dish. Heat broiler to high. Broil until cheese is melted and slightly crisp around edges. Serve hot, garnished with reserved fennel fronds.
