In food processor, combine sage, parsley, shallot, garlic, mustard and vinegar. Cover and process until mixture is smooth and bright green, stopping and scraping sides if necessary. Cut 2 lemons in half. Scoop out pulp and flesh, discarding seeds. Add pulp to herb mixture. Juice 2 additional lemons; add to herb mixture. Cover and process 1 to 2 minutes or until smooth. With processor running, slowly add oil until mixture is emulsified. Season to taste with kosher salt and pepper.

In large bowl, mix Brussels sprouts, apples and almonds. Add dressing; toss until coated. Spoon into serving dish. Sprinkle with cheese.
